A great area to farm motes of fire is in The Throne of Kil'jaeden, from the fire elementals. Throne of Kil'jaeden is in the northeastern part of Hellfire (Place where Doom Lord Kazzak resides). The fire elementals (Incandescent Fel Sparks) are level 70-72 and I found they dropped motes of fire around 15% of the time.

Storms Sigils can be obtained once a week per invasion (with each quest giving 2 Storm Sigils), by looting an item that has a low chance to drop from all mobs in that invasion.

Wizard's Row in Netherstorm has got to be the best place to grind out primal mana. The two types of mobs there (mana seeker, and arcane elementals) both have a VERY good drop rate.
