Why should I verify right party contact before calling?
The simple answer is the Safe Harbor. The Federal Communications Commission has created a “safe harbor” for businesses that use the national database—if you call a reassigned number after checking the database and receiving a response other than disconnected (because the number had not yet been reported as disconnected by the phone carrier), you are safe from TCPA liability for that telephone call. This is the FCC’s way of protecting well-meaning organizations from the surge of TCPA lawsuits against those companies doing their due diligence.
What is the difference between the RND’s permanently disconnected telephone number and the designation of disconnected in RealPhoneValidation’s other phone number validation services?
A disposition of disconnected in the Reassigned Numbers Database doesn’t mean the telephone number is disconnected NOW, only that it was disconnected after the date provided with the query. This means the number may be disconnected, or a different person is now assigned to the number. A disconnected disposition in any other RPV phone number validation services would indicate the telephone number is not in service at the time of validation.
How can I avoid TCPA Litigation?
Perform an RND query on all phone numbers before dialing or sending text messages to identify a possibly reassigned number. This will ensure you reach out to the intended recipient without making unwanted calls.
Who uses the Reassigned Numbers Database?
The Reassigned Numbers Database is a valuable tool for businesses and organizations that rely on phone communication to reach customers.
Here are a few examples of who uses the database:
• Telemarketers and other businesses that use automated calling systems to reach customers
• Banks, credit card companies, and other financial institutions that need to contact customers about account information or fraud alerts
• Healthcare providers and insurance companies that need to communicate with patients about appointments, test results, and other important information
• Political campaigns and non-profit organizations that use phone calls to solicit donations or support.
These organizations can avoid calling numbers reassigned to new owners using the Reassigned Numbers Database. This helps reduce the number of unwanted calls that customers receive, improving the customer experience and reducing the risk of complaints or legal action.
In addition to these organizations, the Reassigned Numbers Database is also used by phone carriers and service providers to ensure that their customers are not affected by call blocking or other measures designed to prevent unwanted calls. Using the Reassigned Numbers Database, these organizations can avoid calling numbers.
By checking the database regularly, these providers can ensure that their customers’ calls are not mistakenly blocked or labeled as spam.
What are the possible Reassigned Numbers Database dispositions?
When querying the RND, you will receive one of these three responses:
Yes– the number queried has been permanently disconnected since the date you entered.
This doesn’t mean the number is disconnected NOW, only that it was disconnected at some point after the date provided with the query. This means the phone number MAY be disconnected now, OR it is not associated with the person assigned to the number when you received consent. A Yes response would void the express consent.
No– means the number queried has not been permanently disconnected since the date provided; Safe Harbor may apply when a query returns a response of “No.”
A no response would mean the express consent remains in place.
No data– That means that the RND can’t answer the question. Telephone numbers are added to the RND when disconnected, so not every telephone number is in the Database.
Does the Reassigned Numbers Database provide the most recent permanent disconnection date?
No, the Reassigned Numbers Database will only tell you if a number has had a permanent disconnection since the date you provided
Benefits of the Reassigned Numbers Database
The Reassigned Numbers Database (RND) has several benefits for both consumers and businesses:
Reduced unwanted calls:The RND helps reduce unwanted calls by enabling businesses to determine whether a phone number has been reassigned before calling it. This reduces the number of calls made to individuals who have not consented to receive them, which can help reduce the number of complaints and improve customer satisfaction.
Improved customer experience:By reducing the number of unwanted calls, the RND can help improve the overall customer experience. Customers are more likely to be satisfied with businesses that respect their privacy and do not inundate them with unwanted calls.
Cost savings:The RND can help businesses save money by reducing the number of calls made to reassigned numbers. By avoiding these calls, businesses can reduce their call center costs and improve efficiency.
Increased efficiency:The RND can help businesses improve their efficiency by enabling them to focus their efforts on calling numbers that are more likely to result in a successful call. By avoiding calls to reassigned numbers, businesses can reduce wasted time and resources on unsuccessful calls.
Compliance:The RND can help businesses with right party contact ID. Ensuring compliance with regulations related to unwanted calls, such as the Telephone Consumer Protection Act (TCPA). By using the RND to avoid calling reassigned numbers, businesses can reduce their risk of violating these regulations and facing penalties.
Overall, the Reassigned Numbers Database provides a number of benefits for both consumers and businesses. By reducing the number of unwanted calls, improving the customer experience, and enabling businesses to save money and improve their efficiency, the RND is an important tool for any business that relies on phone calls to connect with customers.
